Murshidabad is still heavily dependent on the agricultural sector or primary sector, compared to most other states in India, The district is considered a less developed district, which portrays the ominous picture of the economic condition of the state. A majority of the population in Murshidabad live in the village. The rural population in Murshidabad comprises the hub of Minority Muslim society and also represents the Tribal and Scheduled Caste communities. Majority of the people live in rural areas and depend on agriculture and allied activities and at the same time lag behind in intervention of science and technology due to mass illiteracy and ignorance. Hence, there is an urgent need to put more emphasis on the promotion of mass education among the rural people for creating such an environment which may lead to rural transformation.

The social context refers to the various facets of the overall socio-economic environment in which a person or a group lives. They include the family and the extended kin group, the caste hierarchy, the economic conditions and the class relations, the religious beliefs and practices and the social demography of the region. Though there are large chunks of barren land that could have been utilized for setting up industrial units and there are traditional crafts and skilled workforce that could have been consolidated for drawing larger economic returns and tapping export potential, the district witnessed low rate of expansion of industrial sector. Moreover, the expansion remained limited to some pockets in the northern region only.

The poor artisans have no access to livelihood development basing on the traditional activities. They are not getting opportunities for developing their socio economic conditions due to lack of skills on alternative means of livelihood. Agriculture labour work is the principle occupation of the target groups. They are from small and marginal farmers and artisans families. In fact the need of the project in the area is great. The immediate need of the poorest women has been taken into account by increasing their income through appropriate and possible means. The project is fully need based and the interventions proposed are adapted from bottom up method. The project is needed as because this will transfer technical skills to the target women and enterprises easily adaptable. The project will enhance income generation, self-employment opportunities for the target women.

The target women have traditional skill on tailoring and stitching. We have given emphasis on the local skills that the target women have and by providing support they can be more equipped with up graded skills on readymade garments making with quality finishing etc. It has been revealed that the beneficiaries have primary knowledge and aptitude that is needed support for sharpening through this project intervention. Skill training will be organized for equipping the target women with full-proof knowledge and hands-on expertise for their livelihood development sustainable way. So the proposed training would be very much helpful to the beneficiaries for their sustained employment and individual entrepreneurships.

The pace of change in economic activity fails to cope with the rapid changes in technology as well as market trend. The rapid change in the trend in the market and the failure of small artisans and craftsmen to adapt to the market trend has made them very vulnerable and there is hardly any prospect of those people who are engaged in this activity unless they adapt themselves to technological innovations and changes quickly.

The trained women will be provided placement opportunities in production centres of readymade garments production units in the district. They will also be self employed by taking loans from banks and other micro finance institutions.

It is assumed that local banks and micro finance institutions will provide loans to rural women for undertaking income generating activities. The trained women will get priority in getting loan.
